The reason for this decision may be due to industry-wide supply chain shortages and thus want to produce more cases of the more expensive Pro models. A 16 Bionic chipset is certainly no slouch with current competing chipsets and will be present in entry-tier iPhones meaning these phones are not a deal breaker for most people.
